ANDALUSIA CENTER FOR INNOVATION IN ADVANCED MANUFACTURING TECHNOLOGIES
The CFA was founded with a mission to serve the industry, foster connections between industry, universities, and technology centers, and provide public service to inspire new generations in industrial technologies.
Context
The Center for Advanced Manufacturing (CFA) was established with a mission to serve industry, foster connections between industry, universities, and technology centers, and provide public service to inspire new generations in industrial technologies.
The center provides resources that enable the regional ecosystem to become more competitive and increase the adoption of new technologies. In short, it accelerates preparations for the challenges of the future. To this end, the center is equipped with cutting-edge technology in advanced manufacturing: additive manufacturing, robotics, 3D scanning, metrology, and drones.
These guidelines set forth the criteria for the submission and evaluation of projects to be carried out at the Center. Industrial innovation projects will be eligible. The evaluation of industrial innovation projects will be conducted in full compliance with the principles of publicity, open competition, transparency, non-discrimination, and equal treatment of all applicants.
Procedure
As of the date of publication of these guidelines, any entity may submit the projects it deems appropriate. The procedure for processing a project includes:

Submission of the project application by the interested entity, using the form provided in Annex 1. This application must be electronically signed.
2.
The application will be evaluated by the Center in accordance with the criteria set forth in Annex 2 and may be accepted or rejected. As part of its oversight of the proper implementation of the grant, the Center will submit a report on each project evaluation and selection process prior to formally notifying applicants of the results, so that the IDEA Agency may verify the proper application of the principles set forth in this section. Such prior validation shall be mandatory for the acceptance of applications for occupancy of the CFA, for which the IDEA Agency shall have a 15-day deadline. If, during that period, deficiencies are identified in the evaluation and selection of projects, the Center shall be granted 10 days to correct them.

For those projects that are accepted, and based on the evaluation of the selected projects, the Center’s capacity will be planned; some projects may move to the implementation phase, others to the planning phase, and still others to the standby phase.

The Center will notify the applicant of the outcome of the project evaluation, and the applicant may accept, reject, or request clarifications or corrections to the application in accordance with the criteria set forth in these guidelines. If the project is accepted, the Center will provide the budget for carrying out the project, based on the applicable rates listed in Annex 3 and in accordance with Annex 4. In addition, the Center will communicate the proposed schedule for the project. This communication will be sent to the contact person identified in the application via an electronically signed document. The Center will communicate the outcome of the evaluation within a maximum of three months from the submission of the application.

The applicant will have one month from the date the Center notifies them of the evaluation results to accept or file objections regarding the evaluation results, the budget (based on the applicable rates in Annex 3 and in accordance with Annex 4), and the activity plan, as well as to correct their application if required. If one month has elapsed since the Center notified the applicant of the evaluation results without a response from the applicant, the application will be deemed withdrawn.

Once the Center and the applicant have accepted the project and its terms, the applicant and the Center’s concessionaire (FIDAMC) will enter into a commercial contract for the provision of the agreed-upon services. This contract will specify, among other things, the scope of the activities, the scheduled payments, the implementation period, as well as terms related to occupational health and safety, necessary insurance for portable equipment, confidentiality, and intellectual property, among others.
7.
The Center and the applicant will coordinate to carry out the activities in accordance with the agreed-upon terms.
8.
The applicant may request minor expansions to the project regarding the use of equipment or resources by following this same procedure. These will be approved based on availability.
9.
The Center will bill the applicant in accordance with the terms set forth in the commercial agreement.
* Submitting a project to the CFA does not imply a commitment by the parties to carry it out.
* Companies must demonstrate financial solvency to pay for the required services. To assess financial solvency, the center may request financial information from the entity.

Appendix 2. Criteria for Prioritizing New Projects.
Criteria for Project Acceptance
Projects aimed at developing innovative technologies or products will be eligible.
The following will not be eligible for the CFA:
- Projects that do NOT involve the development of innovative technologies or products.
- Industrial innovation projects that take place entirely outside the Center’s facilities. Projects that are carried out partially outside the CFA may be accepted, whether at other facilities using the user’s own equipment or using portable equipment provided by the CFA.
Projects accepted with overlapping use of resources
If it becomes necessary to prioritize new projects due to overlapping resource usage, the Center will evaluate the projects on a scale of 0 to 100 points and will plan its schedule by giving priority to the projects with the highest scores. To calculate the total score, the Center will use the following criteria to prioritize projects over time.
- Project duration, with greater weight given to proposals that specify a longer implementation period.
This criterion will be scored at two points for each month the project is carried out, with a maximum of 30 points out of 100.
- Project scope. Priority will be given to the project that envisions greater use of the services offered.
This criterion will be evaluated based on the total number of points calculated using Formula #1, with a maximum of 30 points out of 100.

- Alignment of projects with the priorities of the current strategic frameworks. Projects will be evaluated based on their contribution to achieving the objectives of RISS 3 Andalucía and the European Union’s Framework Program, as well as any strategic frameworks that may replace them in the future.
If this criterion is met, it will be awarded 20 points out of 100.
- The project’s expected impact on technological and competitive improvements in the sector will be evaluated. The following factors will be taken into account:
- Technology Readiness Level (TRL) of the project, according to the criteria defined by the European Commission.
- TRL greater than 3: 2 points.
- TRL less than 3: 0 points.
- Increase in added value, defined as the additional economic value contributed to the future product or service.
- There is an increase in added value: 2 points.
- There is no increase in added value: 0 points.
- Increase or stabilization of employment.
- Employment is increasing or stabilizing: 2 points.
- There is no increase or stabilization in employment: 0 points.
- Opportunity to launch new lines of business.
- There is an opportunity to launch new lines of business: 2 points.
- There is no opportunity to launch new lines of business: 0 points.
- Technological and competitive improvements in the supply chain. Technological improvements are defined as new technology not currently included in the supply chain, and competitive improvements are defined as the increase in the additional economic value added to the product or service within the supply chain.
- In the case of technological and competitive improvements in the supply chain: 2 points.
- In the absence of technological and competitive improvements in the supply chain: 0 points.
This criterion will be scored out of a maximum of 10 points out of 100.
- Collaboration among companies and with OPIS. Submitted projects will be evaluated based on the presence of effective collaboration among companies—particularly between large companies, SMEs, and OPIS (public and private universities and their affiliated centers; public research organizations of the General State Administration and their equivalents within the Regional Government of Andalusia; technology centers and centers for technological innovation support; and Andalusian technology centers affiliated with ACENTA).
If this criterion is met, 10 points out of 100 will be awarded.
If two proposals receive the same score, priority will be given to the one with the larger scope of the project—that is, the one that envisions greater use of the services offered.
Projects that have already been contracted or are in the implementation phase as of the date of the applicant’s acceptance will take priority over new projects.
Appendix 3. Applicable Reference Prices.
Services Offered by the Center
Service 1: Lease of industrial space with access to basic infrastructure such as power, communications, and compressed air.
Service 2: Use of industrial equipment, preferably at the CFA’s facilities; in specific cases involving portable equipment, its use outside the CFA’s facilities is permitted, provided that part of the project must necessarily take place at the CFA’s facilities.
Service 3: Consulting on enhancing the value of the CFA's facilities within the framework of industrial innovation projects.
Service 4: Operation of industrial equipment at the CFA facilities, as well as equipment assembly and disassembly tasks for projects requiring specific configurations.

Appendix 4: Budget Preparation.
The Center will prepare a budget for each project based on the following items:
- The value of the advisory service hours required for:
- The analysis, planning, and management of project activities.
- Any specific preparation, assembly, or disassembly of equipment by the Center for the purpose of carrying out the project, if applicable.
- Training on the proper use of the equipment, if it is to be operated by the applicant.
- The support required by the applicant during the project's implementation.
- Restoration of the equipment to its original condition by the Center, if applicable.
- The cost of the technicians' hours required for:
- Any specific preparation, assembly, or disassembly of equipment by the Center for the purpose of carrying out the project, if applicable.
- Training on the proper use of the equipment, if it is to be operated by the applicant.
- The support required by the applicant during the project's implementation.
- Restoration of the equipment to its original condition by the Center, if applicable.
- The value per square meter and the number of days required for the use of industrial space.
- The number of days of industrial equipment use required for:
- Any specific preparation, assembly, or disassembly of equipment by the Center for the purpose of carrying out the project, if applicable.
- Project Implementation Across Teams
- Restoration of the equipment to its original condition by the Center, if applicable.
- The cost of any materials or supplies provided by the Center that are required. Materials or supplies may be provided by the applicant, subject to prior technical approval by the Center.
- In the case of portable equipment, the costs of insurance, licenses, and travel, as well as any other costs that may be attributable to use outside the Center’s facilities.
- The cost associated with the supply of electricity.
- Other costs necessary to carry out the project, such as the cost of transporting portable equipment, transporting parts, renting specialized equipment, or the security deposit required for portable equipment, among others.
